A ballistic parachute is great at  a decent altitude, but  would you want to fall (unprotected) the length of an extended parachute? Or further? The parachute cannot hold you if you are at a height that is less than its length, now can it?  And if you are already falling, it will take some distance for the parachute drag to take effect.
